The Chinese government has recently unveiled strategic guidelines aimed at the high-quality development of the disease control and prevention system by 2030. This paper critically examines the core elements and strategies presented in the guidelines, which signify a shift towards an integrated, resilience-driven public health framework. Key initiatives include enhancing governance, infrastructure, collaboration, and capacity building to improve epidemic preparedness and response. The successful implementation of these strategies is expected to fortify China’s public health system against emerging threats and contribute to global public health security.

China’s Initiatives and Achievements in Enhancing the Professional Capabilities of CDCs

On December 25, 2023, the Chinese government issued the “Guiding Opinions on Promoting High-quality Development of Disease Prevention and Control”, which proposed that the disease control system needs to improve six professional capabilities in the new historical stage. This paper systematically reviews the development ideas of China's centers for Disease Control and Prevention at all levels in terms of functional development and capacity building at various stages since the 21st century, elaborates the connotation and significance of six professional capabilities that need to be improved in the new historical stage, and points out that this is the first national document of the Chinese government to elaborate on the professional capabilities of disease control. The prevention and control of infectious diseases and emergency response are the core functions of disease control agencies at all levels. With the implementation of the document, it is believed that China’s CDC system will continue to improve its ability to deal with sudden and emerging infectious diseases and better serve people's health and economic and social development.

2023年12月25日，中国政府印发《关于推动疾病预防控制事业高质量发展的指导意见》，提出疾控体系在新的历史阶段需要提升六项专业能力。论文系统梳理了21世纪以来，中国各个阶段在各级疾病预防控制中心的职能发展和能力建设方面的发展思路，详细阐述了新的历史阶段需要提升的六项专业能力的内涵及意义，指出这是中国政府首个对疾控专业能力进行阐述的国家性文件，将传染病防控和应急处置作为了各级疾控机构的核心职能。随着文件的落实，相信中国疾控系统应对突发、新发传染病防控能力将不断提升，可以更好地服务人民健康和经济社会发展。

Strengthening Organizational Support Is Essential for the High-Quality Development of Disease Prevention and Control Initiatives

Effective organizational guarantees are the prerequisites for promoting the high-quality development of the disease prevention and control cause. Since the "14th Five-Year Plan," the Chinese government has introduced relevant policies in succession, continuously increasing the organizational guarantees for the disease control cause. This includes improving and perfecting the disease control institutions, promoting the reform of the disease control system, and increasing the strength of organizational guarantees. Recently, the "Guiding Opinions on Promoting the High-Quality Development of the Disease Prevention and Control Cause" have been issued, with strong measures introduced in various aspects such as organizational leadership, investment mechanisms, information technology support, scientific research, and international exchange and cooperation. These comprehensive measures will further strengthen the organizational guarantees of the disease control system, providing strong support for the high-quality development of disease control work.

有效的组织保障是推动疾病预防控制事业高质量发展的前提。“十四五”以来，中国政府陆续出台相关政策，不断加大疾控事业组织保障力度。其中包括完善健全疾控机构，推动疾控体系改革,加大组织保障力度。近期，又颁布了《关于促进疾病预防控制事业高质量发展的指导意见》，在组织领导、投入机制、信息技术支持、科学研究、国际交流与合作等各方面都出台有力措施。这些综合措施将进一步强化疾控体系的组织保障，为疾病控制工作的高质量发展提供强有力的支撑。

Strengthening the Construction of the Talent Team and Promoting the High-Quality Development of Disease Prevention and Control

Strengthening the construction of human resources is the cornerstone of building a strong public health system, “the Chinese government 14th Five-Year Plan” successive introduction of relevant policies to strengthen public health colleges and human resources, medical and health care service system, to protect the health of the nation, medical and health care human resources, and to further improve the medical and health care system, for disease control and prevention, and to formulate a macro plan for human resource development. Career talent team construction has been planned at a macro level. Recently, the State Council issued the Guiding Opinions on Promoting the High-Quality Development of Disease Prevention and Control, which comprehensively addresses talent cultivation, utilization, evaluation, and incentives to establish a talent team system aligned with the characteristics of disease control work and to strengthen the talent policy foundation for the high-quality development of the disease control sector.

加强人力资源建设是构建强大公共卫生体系的基石。中国政府在其“十四五”规划中连续推出相关政策，以加强公共卫生学院和人力资源、医疗和卫生服务系统，保护国民健康并增强医疗和卫生人力资源，同时进一步改善医疗和卫生服务系统。在疾病控制和预防方面，已经制定了宏观规划以发展人力资源。职业人才团队建设已经在宏观层面进行了规划。最近，国务院发布了《关于促进疾病预防控制高质量发展的指导意见》，全面部署了人才培养、利用、评价和激励，以建立符合疾病控制工作特点的人才团队体系，并加强了推动疾病控制领域高质量发展的人才政策基础。
